一年一度的本刊理事会、编委会年会于11月15日至16日在上海青浦“东方绿舟”举行。本届年会适逢本刊创刊五周年。五年前积极支持创办《城市轨道交通研究》杂志的科技部副部长惠永正同志到会祝贺，并发表重要讲话。他的讲话结合党的十六大提出的全面建设小康社会的目标，指出在发展城市轨道交通的过程中必须注意区域性、市场性、友好性三个问题。他的讲话在会上引起了强烈反响。本期“本刊特稿”栏目中刊登了这一讲话的详细摘要，以飨读者。
在本届年会期间，《文汇报》科技部主任姚诗煌采访了本刊编委会主任周翊民，并在11月22日的《文汇报》第2版刊登了题为《建轨道交通不必限于地铁》的专访，其副题是“专家建议各城市应根据自己特点选择合理类型”。为引起业内人士广泛注意，本刊特在“信息窗”内全文转载。同时发表了何宗华的新作《发展城市轻轨交通的机遇和选择》，可供各地选型时参考。
广泛利用外资加快了城市轨道交通建设，但也带来了一个技术制式不统一的问题。特别是信号制式的不统一，有关领导和专家十分关切。本期发表的陈永生、徐金祥的《上海轨道交通信号制式的多样化及其对策》和丰文胜、黄钟的《城市轨道交通列车自动控制系统的标准化设想》两篇论文，分别提出了自己的见解。请广大读者继续关注这个问题并踊跃来稿，本刊将陆续刊出。
上海申博成功，举国欢腾。本期刊出徐瑞华、王志业、江志彬的《上海举办世博会条件下的城市与城际轨道交通网络》一文，以志庆贺。
2002年11月21日建设部信息中心在杭州主持召开了“城市交通发展战略与新技术应用研讨会”。本期选发会上交流的5篇论文，以供参考。

The annual meeting
of the Council of UMT
and the Editorial Board
of UMT was held in Oriental
Green Boat Park in Qingpu
District of Shanghai
from November 15 to
16, 2002. This year
is just the 5th anniversary
of UMT since its first
publicati on in 1998,
Mr.Hui Yongzheng, the
former deputy minister
of the Ministry of Science
and Technology, came
to congratuate on the
meeting. He had actively
supported this magazine
5 years ago, and was
very glad to make a
speech full of enthusiasm.
Since the 16th National
Congress of CCP had
fixed a clear target
of developing an overal
moderately well-off
society, Mr.Hui pointed
out, the construction
of UMT should pay full
attention to the characteristics
of the region, the market
as well as the environment
conservation. His speech
evoked an ardent echo
among the delegates.
To share his views with
our readers, we published
the kernel part of his

of this issue.
During the annual
meeting, Yao Shihuang,
dean of the Department
of Science and Technology
of Wenhui Daily, interviewed
Mr. Zhou Yimin, dean
of the Editorial Board
of UMT, and published
on the 2nd layout of
Wenhui Daily an article
titled “UMT shall not
be confined to metro
alone” on November 22,
2002. The sub-title
of the article is “Expert's
suggestion: a city shall
select a proper type
of UMT in the light
of its real conditions”.
To attract the extensive
attention among the
readers in this field,
we reprinted in full
this article in “Information
Window” of this issue,
hope our readers will
take it, together with
another article of He
Zonghua, the “Opportunity
and challenge for the
development of urban
LRT” for reference while
select UMT types for
different cities.
The extensive use
of foreign capitals
has indeed accelerated
the speed of UMT construction,
but also brought about
another serious problem:
the disunity of technical
standards, especially
the diversified signal
systems, about which
many authorities and
experts are very concerned.
