历史的车轮已进入新千年。1999年12月26日,在京召开了“加快城市轨道交通设备国产化进程会议”,国家计委张国宝副主任在会上作了主题报告,他阐述了城市轨道交通设备国产化工作的重要意义与紧迫性,并就国产化的有关政策作了系统说明。应与会者和业内人士要求,本刊特在条刊出全文,请读者垂注。此次会议引起强烈反映,本期推出的“城市轨道交通设备国产化笔谈会”就是与会专家学者在会上与会后发表的高见。中央电视台“环球”栏目在新千年1月5日、12日播出的“话说日本轨道交通”后,好评如潮,应广大观众与读者要求,并征得中央电视台和段里仁、周翊民两位专家同意,在本刊刊登其文字稿,以便查阅与保存。进入新千年之际,这两件富有象征意义大事,充分预示着我国城市轨道交通将在21世纪进入一个蓬勃发展的新时期。正如香港地铁公司地铁公司总裁苏泽光先生提出的“在为21世纪作准备的过程中,我们的任务并不只是满足公众对交通的需要,还要参与城市的规划与发展。”他预见在21世纪将实现交通的科学定位与高效的公共交通得到优先发展(见本期第72页)。另一篇值得一读的佳作是沈景炎教授的“发展多层次的城市轨道交通”,该文凭借作作者丰富的工作经验与阅历,深刻总结了中国城市轨道交通发展的历史经验,并提出要从我国国情出发,多层次、多方位地探索城市轨道交通的建设模式,发展不同层次、不同运量级的城市轨道交通,呼吁要有超前意识,提前规划,不能到修建轨道交通时才作规划。沈景炎还提出,“中运量级的轨道交通是一种很有潜力的普及型轨道交通模式”。与此呼应本期配发谢琨和王浩川等关于现代有轨电车的文章,读者可配合阅读。
在世纪之交本刊提出两个基本公式,可作为阅读本刊的一把钥匙:

Introdctory Remarks
History has entered a new
millennium. On December 26,
1996,“speed up Home - manufacturing
of UMT Equipment Seminar”was
held in Beijing. ZHANG Guobao,
Deputy -director of the Planning
Committee of China made the
opening speech. In which he
exposed systematically the
significance and the urgency
of manufacturing UMT equipment
at home, and laid stress on
the related policies of the
government. To meet the requirement
of the delegates of this meeting
and the experts in this field,
we published his speech on
the front - page headline
of this issue, with the hope
our that have a full view
about his points.
Because of the wide spread
repercussions evoled by ZHANG's
speech , we started a new
column“Pen Conversations on
Home - manufacturing of UMT
Equipment”,and invited those
who attended the meeting to
express their precious on
this item .
CCTV (china Central TV )had
broadcast a program“A Topic
on Rail Traffic in Japan”on“Around
the World”(Jan.5 and Jan.12
sessions of 2000) and aroused
very favorable comments among
the people. Having solicited
the permission of CCTV, Messrs.
DUAN Liren and ZHOU Yimin,
two experts of prestige in
railway techniques, we published
the telecast play - script
for our readers to recall
the program and reserve if
as reference.
Through the above mentioned
matters around the new millennium,
we have seen a vigorous development
of urban mass transit in China
when the 21st century is coming.
Just like Mr.J.K.So(Chairman
and Chief Executive of MIRC,
Hong Kong ) pointed out (see
page. 72)“In preparing for
the 21st century, we see our
role as not only meeting the
transport needs of the community
but also as an integral part
of urban planning and development”.Mr.
So has foreseen the significant
position of urban rail traffic
characterized by its high
efficiency and reliability
and the importance of developing
public transportation precedently.
Another paper worth reading
is“Develop Urban Railway Transit
at Different Levels”(by SHEN
Jingyan), With his rich experience
and working practices, Mt.
SHEN reviewed the history
of UMT in China and held that,
the development model of UMT
should from the practical
conditions of Chinese cities,
and be explored at different
levels and proper bearings.
In another word, there is
no universal model of rail
traffic for different cities
demanding different transport
volumes. Therefore, the planning
of UMT should be made in advance
of the awareness of the citizens
and the inevitable traffic
- jam pressure. Mr. SHEN pointed
out that“rail traffic with
medium transprot volume is
a hopeful modem for public
transport, because of its
great potential in ever increasing
demand.”To enrich his expression,
we also offered other papers
on modern urban trancar(such
as by Messrs. XIE Kun and
WANG Haochuan )to our readers.
At the pivot of the old
and the new centuries, we
hope to provide our dear readers
with an easy access to this
issue, which could be analogized
