要大力发展城市轨道交通,必须完善其投融资体制。上海市副市长韩正在“’99上海国际城市交通学术研讨会”上提出:“逐步完善和创新轨道交通的投融资体制,运用市场机制,吸引多元主体参与轨道交通的投资、建设和运营管理,形成良性循环、滚动发展的新机制。”(见本期第2页)本期对此主题展开研讨,系列论文有:宋孝鋆等的“上海轨道交通投融资面临的困难与对策”、Phil
Gaffney 的“房地产开发与地铁项目的投资回报”、Botond
Aba的“布达佩斯如何利用外资进行城市公共交通项目建设”、Beldean
Viorica 的“布加勒斯特地铁及其筹资方式”。后3篇文章是作者在国际公共交通联合会(UITP)主办的“城市公共交通融资”巴黎学术会议上宣读的论文。可见城市公共交通的投融资问题已成为东西方共同关注的热点。
城市轨道交通领域另一个热点是高新技术装备的国产化。《人民日报》记者高渊和新华社记者李凤双在1999年10月18日《人民日报》上发表的“地铁设施呼唤国产化”与“国产地铁列车能否挑起大梁”,在全国引起反响。本期发表黄钟的“城市轨道交通ATC系统的国产化及其发展策略”、敬越洲的“地铁与轻轨供电系统设备国产化探讨”及关于“国产地铁列车技术方案论证会”的报导,提出了在信号控制、供电及车辆等领域的国产化方案,值得一读。
本期还发表了一则“上海市立体交通将添新景观”的信息:地铁高架和高架道路将形成一体式新结构,地铁在第2层,道路高架在第3层。这一计划的实施令人回想起1994年11月18日《文汇报》刊登的时任铁道部副总工程师周翊民等的建议:把高架道路分为两层——如同南京长江大桥那样,下层是轻轨快速铁路,上层走其它机动车辆,以充分利用珍贵的城市土地资源。现在,这一愿望即将实现,可喜可贺。
Introductory Remarks
As is generally acknowledged,
it is important to improve
the investment and financing
system for the development
of urban mass transit. HAN
Zheng, Deputy Mayor of Shanghai
Municipality pointed out that,
at “1999 Shanghai International
Symposium on Urban Transportation
Proceedings ”,the investment
and financing system on urban
mass transit should be gradually
consummated to conform to
the market mechanism, and
this new system should reach
a virtuous circle in the management,
in the investment through
various channels and in a
sustainable development.
In this issue, we present
to our readers a serious of
articles focusing on public
transport funding, they are“Difficulties

”(Phil Gaffney),“Hungarian
Case Study, Experiences of

Viorica). Among these articles
three are speeches made in
Paris Seminar: “Urban Public
Transport Funding ”organized
by UIIP on October 1999. AS
was heard in the seminar,
we feel that the urban public
transport funding is obviously
a topic of general interest
in both the Eastern and the
Western countries.
Another topic of this issue
is the home - manufacture
of high - tech metro equipment.
Two articles of The People's
Daily on October 18 ,1999,“Metro
Installation calls for home
- manufactured parts”(GAO
Yuan) and“Could China - made
Metro Vehicles Play the Lead?”(LI
Fengshuang), had pointed out
that Chinese cities shall
employ more domestic metro
vehicles. We have selected
another series of articles

We have also reported a
very recent information in
this issue ,“A New Landscape
in the Stereoscopic Traffic
of Shanghai”,which says that
the elevated railway lines,
together with the completed
highway network, will form
a totally new system of urban
public transport. It reminds
us of another information
on“Wenhui Daily”(November
18,1994), in which ZHOU Yimin,
the former Deputy Engineer
General of the Ministry of
Railway and some other scholars
had suggested the construction
of a multi - functional transport
system for the saving of the
precious urban land . Today,
this plan will be carried
out, we really feel very haapy.
